SUBJECT:   Procedure of flying flags.

OUR REF:   PKM/1326.                                                             DATE:    22nd October 1979.

            Arising from enquiries made by departments and other associations, this office would like to clarify on the procedure of flying flags during the Federal or State functions

2.         The protocol precedence for flying all the State flags will follow the precedence of DYMM Raja-Raja and Yang Di-Pertua Negeri. At the meantime the protocol precedence is as follows:-
 

1.	Malaysia	8.	Kelantan
2.	Perlis	9.	Trengganu
3.	Kedah	10.	Pahang
4.	Johor	11.	Pulau Pinang
5.	Selangor	12.	Melaka
6.	Perak	13.	Sarawak
7.	Negeri Sembilan	14.	Sabah

3.     The following is the guideline for flying the above flags:-

        (a)     If the flags are hoisted in a straight line as you face them from left to right:-

                13 11  9  7  5  3  1  2  4  6  8  10  12  14

        (c)     If the flags are flown in two lines in front of a stage the arrangement is as follows:-

                13  11  9  7  5  3  Pentas  2  4  6  8  10  12  14

        (d)    If only two flags are flown during a State function the arrangement should be as follows:-
 
                State Flag
                Malaysian Flag

       (e)     If only two flags are flown during Federal function which may be celebrated in the State the flags should be
                arranged as follows-

                Malaysian Flag
                State Flag

       (f)     If three flags are flown during the State Function, for example Malaysian Flags State Flag and the
               Association/ Club/Agencies Flags etc. the arrangement is as follows-

               Malaysian Flag
               State Flag
               Association Flag

      (g)     If three flags are flown during a Federal function e.g. Hari Kebangsaan the precedence is as follows:-
 
               State Flag
               Malaysian Flag
               Association Flag

4.         During the official visit of a Head of State or VIP from another State or Foreign Country, the State Government gives Courtesy to the VIP, and the flag of that particular country will take precedence over the Malaysian or State Flags. At the same time on official visit of DYMM Yang Di Pertuan Agong or DYMM Raja-Raja or Yang di Pertua Negeri, the Royal Standard should be given precedence over the Royal Standard of the State.

Example 1

            Visit of Prime Minister from Libya, the flags will be flown as follows:-.

            State Flag
            Libyan Flag
            Malaysian Flag
 
Example 2

            Visit of DYMM Raja Perlis to Sarawak, the flag should be flown as follows:-

            Royal Standard of DYMM Perlis
            Royal Standard TYT Sarawak
